Mumbai: Institutions like UPSC, SEBI and RBI should be allowed to become financially self-sufficient to extend functional autonomy to help them perform effectively in system, a Consumer Unity and Trust Society report here said.
Through a comprehensive analysis of institutional independence in its discussion paper, CUTS said the independence comprises 'automatic funding' of the institution without depending on whims of the ministers and their civil servants.
The other institutions mentioned by CUTS include Judiciary, Comptroller and Auditor General (CAG), Election Commission (EC), Central Vigilance Commission (CVC), The National Highway Authority of India (NHAI), The Airports Authority of India (AAI),TRAI.
CUTS has recommended liberalisation of Institutions from their 'ministerial masters' and provision of funding on an autonomous basis by the Planning Commission.
