The civil aviation ministry's proposal to allow airlines do ground handling at the airports has hit a hurdle with the home ministry flagging security concerns. The development has delayed finalisation of the new civil aviation policy, which has been in the works for more than a year.
Allowing airlines to carry out ground handling on their own is part of its proposals. The draft of the policy was earlier expected to be put up for public comments by September end.
